Summary

  • describe atrinik/tools as MIT by default with the complete map-checker-qt/ subtree remaining GPL-2.0-or-later
  • preserve the historical tools tag/release license boundary in organization-profile wording
  • require the precise mixed-license wording in governance validation and mutation tests

Supports atrinik/tools#22 after atrinik/tools#23 and atrinik/atrinik#379.

No merge, issue closure, or publication apply is performed by this PR.

Verification

Runtime verification is not applicable. The post-merge operator must run the targeted community-health publisher, not the general repository-settings publisher, and confirm that no unrelated mutation is proposed or applied.

## Summary

- retire the obsolete converter, legacy checker, map-maker, mapset,
randomizer, and world-viewer utilities
- make the repository MIT by default while preserving the complete
`map-checker-qt/` subtree as GPL-2.0-or-later
- preserve historical releases and replace unresolved native diagnostic
bytes with tested current implementations
- publish a privacy-preserving, per-contribution provenance ledger with
exact immutable source and transition coordinates

Delivers [#22](#22)
with companion policy changes in
[atrinik/atrinik#379](atrinik/atrinik#379) and
public wording in
[atrinik/github-settings#69](atrinik/github-settings#69).

## Merge and publication order

then verify the rendered organization profile.
5. After all four preceding steps succeed, a maintainer may separately
complete the issue lifecycle.

No PR in this stack auto-closes the issue. No publish apply is part of
this PR.

## Verification

Runtime verification is not applicable: this repository owns standalone
operator utilities. Historical tags and releases from `v1.0.0` through
`v1.2.6` remain present and unchanged. The root/subtree license boundary
is documented in `README.md`, `LICENSE`, `map-checker-qt/LICENSE`, and
`PROVENANCE.md`.

BREAKING CHANGE: The repository is now MIT by default, while the
complete `map-checker-qt/` subtree remains GPL-2.0-or-later; the
repository archive must not be represented as MIT-only.

manifest, governance, and supply-chain reporting. The reproducible
profile is `issue-22-tools`; generated reports are retained locally
under `build/reviews/` and are intentionally ignored.
